The DTC DTV Transition Group Experience and Footprint

  • Planned and executed the analog switchover and subsequent national rollout of the Dutch digital terrestrial TV network consisting of 55 transmitter locations using full IP transport stream digital multiplexers, and 80Gbs national media backbone; implementation included an operations and maintenance center
  • Planned and implemented the U.S. $2 billion digital-to-analog converter box subsidy program for the June, 2009 analog TV shut-off by helping 35 million households purchase converter boxes
  • Designed and managed retailer program with more than 30,000 retail stores and online retailers in the U.S. and its territories with electronic funds transfer and prepaid debit cards to minimize waste, fraud, and abuse 
  • Provided several studies for the UK’s Department of Trade and Industry, Ofcom (the UK regulator) and Digital UK (the body responsible for coordinating digital switch-over) on analog to digital TV switchover related matters with an emphasis on reception and signal distribution systems
  • Provided the Curacao and parts of the The Netherland Antilles (including Bonnaire, Saba, Statius) governments with four days of training on the new DTT system and eventual analog shut-off to broadcast engineers, government officials, retailers, broadcast owners, as well as pay TV service owners
  • Provided research, data and planning factors for digital TV transition to South Korea government agency
  • Prepared set-top box cost analysis in preparation of an analog TV shut-off for the Israeli government; analysis was used for formal presentation to the Finance Ministry, which used it to help formulate a STB subsidy program
  • Produced the only market-research tracking service that quantified the sales and supplier market shares of U.S. Digital-to-Analog converter boxes  
  • Analysis of digital radio receiver availability for The Second Authority (Israeli government agency) for analysis on the feasibility of combining a digital radio network with the DTT network
  • Created and produced a written guide for Curacao consumer electronics retailers that includes an overview of the Curacao DTT system, database of receivers and TVs that are compliant with the analog and digital systems, and instructions for how retailers can help consumers prepare for the transition
  • Formed an alliance with South African systems integrator to combine service offerings to African countries planning their digital TV transitions
